Afternoon Shift Sr Customs Rater - 4PM to Midnight - GTA

The main function of a Customs Rater / Commodity Analyst is to act on behalf of the company in the representation of our customers in their dealings with the Canada Border Services Agency, in a legal, professional manner in conjunction with the rules and regulations stated in the Customs Act. He or she should have the ability to enter information into our Fenix ND system accurately, paying attention to detail and balancing to the values provided. All transactions must be completed within the required timelines.

Due to hours of employment, there may be times when you are involved in the functions of the Customer Service Team as well. When required, this would involve interacting with clients, drivers, dispatchers and the CBSA as needed.

Key Responsibilities:

• Classification of various commodities
• Building of client profiles as required
• Updating / maintaining client profiles by part number – to include vendor description with
   tariff classification, GST code and tariff treatment
• Customs release by AQ or AQ to follow in a timely manner on all assigned live freight
• E29B handling, 1/60th , knowledge of Temporary entries, warranty repairs, declaration of
  goods covered under D8
• Prepare files for amend or refund when necessary
• Independently be responsible for 30 - 40 entries and / or more than 225 lines of input per   day.
• Handle specific clients for CLVS
• Use information sources efficiently to determine description of goods when client is   
  unreachable; this would involve researching products / vendors on the internet, pulling up    
  previously released scanned files and when possible contact clients to confirm   
  description  of goods in order to arrive at correct classification
• Create specific shipment notes if required
• Must follow departmental procedures in place for the handling of various commodities
• When required answer incoming phone calls and emails and respond to requests in a   timely manner
• When required check voice mail and return calls in a timely manner
• When required assist drivers with PARS status information
• When required assist clients with requests for information
• Hand back files to designated CSRs (Customer Service Representatives) after completed
• Make designated CSR aware of any requirements for shipment clearance that are not   
  known by attaching notes or adding free type notes against the file
• Work as a member of the team, extending assistance if able, when necessary
• Attend monthly department meetings on a rotating basis and make contributions to the   
   functioning of the team
• Statutory Holiday coverage as scheduled (2 to 3 statutory holidays per calendar year)
• After hours phone handling – if required you will share the responsibility of the phone   
   handling during our closed hours and on weekends

Knowledge/Experience:

• Strong knowledge of Customs Tariff, regulations, and Customs Act
• Strong knowledge of release initiatives and ACROSS system
• Advanced knowledge of documentation required for release of all modes of transportation
• Advanced knowledge of NAFTA and when it would apply
• Ability to determine correct tariff treatment in conjunction with various trade agreements
• Advanced knowledge of INCO Terms and how they apply to shipments
• Advanced knowledge of Value for Duty codes
• Ability to determine if invoice valuation is correct – First level of Sale – Non-Resident   Importer
• Advanced knowledge of OIC numbers (Order in Council) and how and when they are   applied
• Advanced knowledge of GST and exemption codes and when to apply them
• Have working knowledge of SIMA, (Special Import Measures Act) the ability to determine    
  when SIMA applies, and the process of completing an entry that is SIMA applicable
• Complete understanding and extensive hands on experience of AIRS (Automated Import   
  Reference System) website, and of CFIA (Canadian Food Inspection Agency)   
   requirements for various commodities, ability to enter CFIA AIRS requirements /   
   information into client profile against specific goods
• Complete understanding and extensive hands on experience of NRCan (Natural   Resources Canada)
   and the goods regulated by the program, ability to enter NRCan   requirements / information into client profile against specific goods
• Complete understanding and extensive hands on experience of DFATD (Department of   Foreign Affairs Trade and Development)
   and the commodities regulated by this   department. Apply for import permit and enter charges into the system against the file
• Have extensive knowledge of the other government departments and how they are   involved in the clearance of various commodities – example: Health Canada,   Transport   Canada
• Contact with various government agencies when required – CBSA (Canada Border   Services Agency), CFIA, CADEX hotline etc.
• Ability to review and prioritize your work received on a daily basis
