Senior Customs Compliance Specialist

Buckley Search Inc. – Toronto, ON

Our client is a well established manufacturer seeking a Senior Customs Compliance Specialist.

Position:

The Senior Customs Compliance Specialist will focus on Administrative Monetary Penalty System (AMPS) compliance, customs audits, funds recovery and CBSA programs. They will be responsible to manage goods movements in a global market. The Senior Customs Compliance Specialist will play a lead role in optimizing shipping processes, efficiencies and maintaining accurate inventory records throughout the goods movement cycle. The role will require staying current on regulatory and International customs compliance obligations.

Education/Experience:

College Diploma; PLCB, CCS, CTCS P.Log, CCLP or industry equivalent

5-8 years customs experience with strong legislative, tariff and HS rating

Experience in a consumer packaged goods.

Responsibilities:

Regulatory Compliance (70%)

• Plan and coordinate the operational activities to guarantee compliance with governmental regulations and ordinances

• Knowledge of the Tariff Act that describing the legal obligations and requirements of the Importer of Record (IOR) to use reasonable care to enter, classify and determine the value of the imported merchandise in the multiple customs jurisdictions

• Identify inefficiencies and risks in the organizations’ goods movement cycle, recommend process improvements

• Audit customs import and export processing procedures

• Act as a go to person for colleagues on technical points of CBSA rulings & procedures

• Ensure Database of active products with corresponding HS tariff classifications are communicated frequently to Vendors, transportation providers and internal staff

• Identify & prepare resident and non-resident importer duty drawback/refunds in conjunction with Finance. Conduct annual review, report findings and opportunities to Management

• Develop, document and implement policies and procedures pertaining to the firm's duty drawback process

• Submit customs entry corrections/amendments in an accurate and timely fashion (Inbound & Outbound)

• Provide training and coordinate with different departments to assess the level and accuracy of compliance

• Manage cross functional department priorities

• Perform on-going reviews and analysis of customs documents to assess for valuation, tariff classification and cost saving opportunities

Document Control (10%)

• Analyze and determine the proper Tariff Classification of all products per the Harmonized Tariff Schedule (HTS) for multiple customs jurisdictions (Inbound & Outbound)

• Collaborate with the designated Customs Brokers on HS classification codes for products

• Verify and ensure the correct HS Codes are being used on all shipping documentation

• Assist Warehouse and Supply Chain with document preparation as required for North American and international shipments

• Maintain and validate process documentation related to customs and importing

• Compile data summaries as requested by Accounting/Auditors during inspections

• Prepare necessary documents for customs clearance of special materials

Freight Management (10%)

• Assist with clearing shipments at multiple customs jurisdictions, promptly respond to customs requests and interact with various stakeholders

• Liaise with any 3rd-party freight forwarders/carriers to support customer requirements

• Provide logistical support for special excess and obsolete sale of components (Warehouse liquidation)

• Support the pickup/delivery of warranty returns through the standard RMA system

• Research and address special logistics for Latin America and Asia Pacific regions

• Oversee time-sensitive delivery of supplies by supporting document preparation for promotional events

• Contact associated businesses to acquire Tax IDs, SSNs, and any other required information

• Provide document preparation support to various departments

• Manage the document control to support the movement of goods for product recalls and disposition of product returns and QC inspected product

• Assist the shipping coordinator with documentation requirements of in-house product to domestic/international locations

Special Movements & Management (10%)

• Assist with all aspects of international trade regarding é-industry events, engineering prototypes/samples and testing

• In collaboration with the broker, complete and assist with temporary import paperwork globally ie/ Carnets

• Follow up with internal staff to ensure timely completion of projects

Note: This job may require additional responsibilities and duties as assigned by manager

Knowledge:

1. In depth knowledge of International shipping regulations and tariff compliance

2. Microsoft Office and Great Plains

3. Strong understanding of global transportation and shipping strategies

4. Above average spreadsheet management skills

Skills:

Working conditions:

1. Standard office hours with minimal, but occasional weekend

2. Safe, clean environment with exposure to warehouse physical elements such as machinery noise, dust and temperature variances

Compensation: Salary plus 10% Bonus and Benefits
